Brookhaven Budget Cuts Target Holtsville Ecology Center
Five jobs, greenhouses, composting center and community pools on the chopping block.

The Brookhaven Town Board hosted a budget hearing Thursday that outlined, among a number of items, plans to cut jobs and funding to the Ecology Center & Animal Preserve located in Holtsville.
Speaking to an over-capacity crowd at Brookhaven Town Hall that featured concerned citizens hanging over balconies and strongly-worded signs of protest, Supervisor Mark Lesko detailed the gravity of the budget issues that the Town of Brookhaven currently faces along with the impending myriad of cuts to town workforce, ecology site funding and public pools.
Citing the horrendous economic situation of the United States along with significant losses in Town mortgage tax revenues and landfill fees, Lesko explained that Brookhaven faces a nearly $136 million dollar budget deficit in 2011 if actions are not taken immediately. Under the new budget, Brookhaven will enter into a five-year plan to reduce its debt payment from the current 24 percent of the total budget to 15 percent.
The Ecology Center
In 1974, a heaping landfill that marred the hamlet of Holtsville was transformed into an ecological preserve that now features a sanctuary for injured animals, greenhouses containing a plethora of exotic plants, horticultural classes, swimming pools, a 1.2 mile exercise trail, composting services, Eagle Scout projects and a number of other points of interest and activities. It has become an essential community element not only for residents of Brookhaven, but for people living all over Long Island.
The Brookhaven Ecology Center is one of the key targets in Lesko's proposed budget, as plans to remove five jobs, greenhouses, the composting center and community pools from the Holtsville location were outlined in the presentation. The animal preserve, walking trail and Bright Nites Christmas celebration will remain operational.
Passionate citizens from a variety of towns swarmed the budget hearing in support of the Ecology Center. Some proudly held up signs in support of the Center while others eagerly stepped to the dais to voice their discontent.
Grounds Superintendent April Perry, an employee of the Ecology Center for 24 years, explained that although the animal preserve and other services are not on the chopping block, removing employees and greenhouses will drastically hurt the overall health of the Ecology Center.
When asked what she foresees happening to the Ecology Site if budget cuts are enacted, she replied, "It's going to deteriorate. When they close the greenhouses, they're not just stopping growing the plants... the educational programs that help support the feed and veterinary care... are no longer going to be available."
Much of the revenue that the Ecology Center generates comes from educational programs taught by employees, she said. Removal of employees means that a significant source of income will no longer be available, which also means less money for the services that the budget doesn't plan to eliminate.
Kellie Burke, who has worked at the Ecology Center for over 10 years, fears for her job along with the well-being of both the animals and greater community. She echoed sentiments that many individuals over the course of the night spoke of: the cyclical nature of the Center along with its history.
For Burke, there are multiple reasons why she wants the Ecology Center to say: "One, my job... but secondly, after being there for the past ten years, you can actually see other people enjoy it as much as I enjoy it."
At a podium dominated by citizens in support of the Ecology Center, speaker after speaker emphasized the longevity and community presence that the Center has had, with many referencing its humble landfill roots.
Employees of the Ecology Center, in addition to caring for animals, performing maintenance duties, teaching classes and keeping the Center running, are also responsible for highway duties, including plowing snow and ensuring roadway safety. Under the present budget plan, five of the nine current Ecology Center employees would lose their jobs.
During a night filled with desperate pleas from numerous town organizations facing massive cuts, the voice of Ecology Center supporters was heard the loudest.
Lesko emphasized that the animal preserve would not be faced with budget cuts, but if the employees of the Ecology Center are to be believed, it might very well be the next to fall.
Citizens in support of the Ecology Center are encouraged to contact Lesko and voice their opinions.
In response to significant public turnout Thursday, a special town board meeting has been scheduled for Thursday, Nov. 18.

Park Renovation
As you all know, I have been working with Brookhaven Town's Park's Department and Councilwoman Kathleen Walsh's Office in getting Dorchester Park fixed up on all levels. From our July meeting where Deputy Commissioner Owens and Legislative Aide Anthony Powell joined us, we learned that the Budget was due to pass in late September.
With little response for over a month, I have finally heard back.
Brookhaven Town wants to fix Dorchester Park and do it right...., unfortunately, due to the significantly large budget cuts being proposed this year, the outlook on ANY park renovations remains bleak. Within the Supervisor's proposal for 69 employee lay-offs, Parks stands as one of the hardest departments being hit. In these hard economic times, I am sure you all can understand that.

Stolen Bench
I reported stolen bench as soon as I noticed it missing last weekend. It was replaced immediately the next morning. After it was replaced I asked for all benches to be chained (which was my original request that was not initially honored). Yesterday morning, all benches have been chained per my request to poles or nearby trees.
October 27 Community Meeting
At the 10.27 Community Meeting, co-captain reported stolen bench and discussed that we haven't seen much Police presence.
As a result, I myself have seen police patrol all this past week in the neighborhood. Let's hope it continues.
Heroin issues in park have not been reported at all since June; a step in right direction.

Dorchester Park Update
I am still working with Brookhaven Town Parks Department and Town Legislator Kathleen Walsh in trying to access funds to improve the park.
This weekend a bench was stolen from the park which I knew would happen eventually. If anyone has any info please let me know.
The Town has been advised and I am also following up on replacement playground equipment that was ordered and not fixed yet since the arson incident.
Please continue to observe and report even though the fall and winter months are upon us and less people frequent the park in the cold months.

A Ronkonkoma man was arrested on charges of making graffiti.
Ryan Atkinson, 25, of 34 Lakeside Dr., was charged with seven counts of making graffiti, according to Suffolk Police.
He met with Taylor S. Schotter, 25, of Selden, at a graffiti taggers Website and coordinated their activities through online communications.
Sixth Precinct Crime Section Officers conducted an investigation into graffiti tagging in the area after a proliferation of the specific tags "ROBO" and "KEANU". These tags were placed on roadway and railway overpasses, buildings, road signs and fences. A request for assistance through Crime Stoppers produced an anonymous tip that led to the identity of the two graffiti suspects.
Schotter was responsible for the tag "ROBO" and Atkinson was responsible for the tag "KEANU".
Schotter was charged with four counts of Making Graffiti and released on station house bail with a future court date in November.
Atkinson was arraigned at First District Court in Central Islip and remanded to Riverhead Correctional Facility pending payment of bail.
Due to damages made to property belonging to the Metropolitan Transportation Authority, officers of the Sixth Precinct Police are coordinating their investigation with the MTA Police. Additional charges are anticipated and the investigation is continuing.

Meeting with Park Patrol Tuesday 08.17
August 17th's meeting at Dorchester Park went very well. We had Director of Public Safety Joe Kirstinger speak to us about Brookhaven Town's role in Public Safety/Code Enforcement and Park Rangers. We also had our COPE Officer speak to us, as well as Mark Langone who is a resident from Ronkonkoma that had issues with repeated Mailbox Vandalism (see previous posts).

Mailbox Vandals Caught on Camera
Lake Ronkonkoma teens abuse neighbors property, so he shot video.

Desperate times call for desperate measures and when your mailbox is vandalized 10 times in a six-month span, mounting a surveillance camera to catch the perpetrators qualifies.
Marc Langone, who lives in Lake Ronkonkoma, had enough and purchased a night vision camera that shoots decent quality video (see video on the right) to catch the vandals in the act.
"It was happening like clockwork," he said. "It got completely out of hand."
The last incident was July 24 around 2:30 a.m. and the video depicts a group of young teens beating up the mailbox, knocking it out of the ground and eventually running away with the property.
Suffolk County Police handed the incident off to its Crime Section group, who followed up on the case Wednesday. The department's Public Information Office confirmed that investigators are working the case now.
Langone recorded footage on June 14 with a different camera, but the quality wasn't as good.
"With that incident the group of kids were actually filming themselves too," he said. "One kid actually dove into the mailbox. The quality of my video wasn't that good. I thought maybe the police could enhance it. They said there wasn't enough detail."
Now that he has better video and an angle to possibly help exterminate the crime occurring on his property, Langone is pleased.
"It would be good to get it out there to the public," he said. "It is punishable and people are watching."
Mailbox vandalism falls under the category of "criminal mischief" in Suffolk County.
"Too often nowadays we wake up to the horror of having what would be a relaxing and event filled weekend morning turn into a trip to the local home improvement store followed by hours of repair, installation work to fix broken mailboxes or fences," Langone said.
Langone is hopeful that moving forward more people will be inclined to take proper actions against such crimes to their property.

Last nights incident in park
Just found out that three (3) adolescents were arrested last night for Arson in the 5th degree. They used fireworks in conjunction with gasoline to try to blow up the tube and see through bubble on the first set of playground equipment. Not sure what the point was for them to do this but they have been caught and arrested.
6 cop cars including detectives and undercover patrol, bomb squad and fire dept responded to our calls and they were here on Sycamore Ave till 4am investigating this crime.
At the park today there is the Suffolk County Dept of Labor Youth Conservative. They run an initiative to clean-up local parks.
They are weeding and cutting back vines and bushes.
Brookhaven Town Liter removal crew here cleaning today as well.

Tonight's goings on in park...
A group of adolescents seem to have had fireworks in the park this evening and blew up the see thru bubble on the smaller set of slides. I am not sure what else was damaged. Two people are being detained as I write this as they knew the others involved. The group of adolescents took off down the street on Midland Blvd.
SCPD, Park Rangers and Ronkonkoma Fire Dept responded. Will discuss with COPE Officer tomorrow.
If anyone knows anything else, please advise.

Next Neighborhood Watch Meeting Tuesday 08.17.2010
Our next Neighborhood Watch Meeting will be on Tuesday August 17th at 6:30pm at Dorchester Park.
Brookhaven Town's Deputy Director Joseph Kistinger of Park Police/Public Safety and Park Rangers will be in attendance to speak to us. I am trying to get some Park Rangers to also attend.
I am hoping for more people to show than last meeting...please make your best efforts to save the date.
Bring a lawn chair and bottle of water.

Their were several mailboxes vandelized last night. A police report has been filed with the SCPD this morning. If you cannot find your mailbox, check the park...several have been thrown in there.

Yesterday's Neighborhood Watch Meeting
Yesterday's Neighborhood Watch Meeting proved successful, even though we didn't have a large turn-out of folks attend. Only about 20 people came as opposed to our last meeting which was very disappointing to me. We pressed forward with our questions and concerns to Town Parks Deputy Commissioner and Kathleen Walsh's Legislative Aide, COPE Officer and Civic Association President anyway.
Today, new signage was placed at park entrances which you can view for yourselves upon passing the park or frequenting it.
The following signs are now in place:
New Town Ordinance Signs
Park Under 24hr Video Surveillance (as an intent to discourage)
Violators will be prosecuted
20 Neighborhood Watch Community Signs were picked up and being installed by us personally and strategically within next few days.
Children at Play signs also to be added shortly.
Electricians have been ordered to install more lighting in park which will take place by end of next week.
Also, by next week, graffiti removal will take place. As a side-note please note that the town spends about $250,000 a year on graffiti removal per year...
Major bush removal and trimming around track to take place in next 4-6wks.
The balance of our issues are being worked on diligently with the Parks Department Commissioner and staff, as well as with Councilwoman Kathleen Walsh's office (who's aide was in attendance last night). We have also reached out to our local Civic Association and will be attending Town Board Meeting and Civic Association Meetings for their support.
We are also working with the Highway Department for "Traffic Calming" and the need for Speed Table or Road Risers (as in front on Sachem North High School (like speed bumps) in front of park entrances on Sycamore Ave. We need funding from grants and are applying for one shortly.
We are also working with Highway Department for a sidewalk to align entire park on Sycamore Ave. especially instead of the dirt walkway we now have.
You will also see STOP signs in our area begin to have a "red reflective strips" down the poles they stand on and next if needed, a white line painted in front in future.
This is going to be a lot of work...but we are committed to our vision of a new park for our community. Unfortunately, we are faced with budget/capital concerns and things will not happen this year. Fall of 2010 starts the new budget year and with our aggressive efforts, we hope to secure funding to make our vision happen.
Thanks to all who attended our meeting last night. I hope our next meeting will have more of a turn-out of attendees. We will have Park Rangers and Code Enforcement/Public Safety at the next meeting.

My Comittee and I will be attending Town Board Meetings, Civic Association Meetings, making phone calls and e-mails, doing research, and, whatever else we have to do to get the job done in our community. We are taking a lot of time out of our daily lives to better our area, and a revival of Dorchester Park is a long time coming and well deserved for us tax payers.

Tomorrow's Meeting
Good Afternoon All,
Just wanted to remind everyone that the 2nd Neighborhood Watch Meeting will be tomorrow July 8th at 8pm at the United Methodist Church in Ronkonkoma (5 Corners/ Hawkins Ave.)
I hope everyone can make every effort to be there...
We will be joined once again by the Suffolk County Police Department's COPE Unit.
Also, in attendance will be Anthony Powell who is a Legislative Aide for the 3rd District (from Councilwoman Kathleen Walsh's office).
Along with Anthony Powell will be a Representative from the Parks Department.
We will also be joined by George Schramm who is President of the Lake Ronkonkoma Civic Association.
Please bring your questions, issues and concerns and a bottle of water, and dress cool as I am not sure if the church has Air Conditioning, (my sincerest apologies)...
We will have sign up lists for block captains...please think about signing up. Block Captain reports to Captain and then any issues get streamlined to SCPD.
We also need volunteers to check the park daily whatever times you can. Please let us know what you can do.

We will have sign up lists for block captains...please think about signing up. Block Captain reports to Captain and then any issues get streamlined to SCPD.

We are happy to announce that we have gotten our Neighborhood Watch Signage request honored and they will be installed on already in place signage such as below speed limit signs, etc. We cannot place them on telephone poles or STOP Signs.

Welcome to the July edition of the Suffolk County Police Department newsletter. With summer in full swing and Fourth of July festivities upon us, we believe it appropriate to review a few “warm weather- related topics.”
NON-EMERGENCIES REQUIRING A POLICE RESPONSE
During periods of severe weather, major incidents or disasters, it is essential that you do not call “911” unless it is a true emergency. Emergency lines must be kept clear for those calls that are absolute emergencies. For non-emergency police response, always dial (631) 852-COPS (2677).
FIREWORKS
People everywhere are fascinated by fireworks, but as dazzling as fireworks can be, they are also dangerous, if not deadly, when used improperly. Fireworks, unless possessed or used by authorized people, are also illegal in New York State. The Suffolk County Police Department enforces all statutes relating to fireworks, with laws carrying penalties up to four years in jail and a fine of up to $5000. Please help ensure a safe and pleasant summer for all by participating only in lawful fireworks displays and by reporting people unlawfully using or possessing fireworks to (631) 852-COPS (2677). Anonymous information regarding the unlawful sale of fireworks can be reported to Crime Stoppers at 1-800-220-TIPS (8477). Rewards may be available and you can help spare someone serious injury or death!
UNDERAGE DRINKING: SUFFOLK COUNTY’S SOCIAL HOST LAW
Underage drinking is a significant problem across the nation and Suffolk County is not immune. Suffolk County’s Social Host Law is designed to reduce underage drinking gatherings during which an adult allows minors to drink alcohol or alcoholic beverages. In short, this law applies to any adult, including parents, who knowingly allow consumption of alcohol by any person under the age of 21 at a residence that an adult owns, rents or otherwise controls, and fails to take reasonable corrective action upon learning of the consumption of alcohol by minors. The Social Host Law is strictly enforced by the Suffolk County Police Department and provides for penalties of up to $1000.
Please note many other NYS laws make it a crime to engage in unlawful conduct with persons under the age of 21. These laws prohibit the sale of alcohol to persons under 21, the purchase of alcohol for persons under 21, as well as engaging in conduct that endangers the well-being of persons of a protected age. Persons may also be held civilly liable for their unlawful involvement with a minor who suffers injury, as well as for a minor’s actions that result in another person’s injury or loss.
Illegal consumption of alcohol by minors should be reported immediately to (631) 852-COPS (2677). Information regarding future parties where alcohol or other substances will be unlawfully consumed can be called in anonymously to 1-800-220-TIPS, or “texted in” by texting “SCPD” and the message to “CRIMES” (274637). Tips can also be emailed to www.tipsubmit.com. Rewards may be available!

Swim for Survival Program: The Suffolk County Police Athletic League is again offering its Swim for Survival instructional program, which teaches basic water survival skills to children ages 5 through 10 with no prior swimming experience. Participants in the program attend four 45-minute sessions, held each Thursday at St. Joseph’s College in Patchogue. Sessions begin July 8 and are held at either 5 or 6 p.m. (select one). 2010 Summer Lacrosse Camp: The Suffolk County Police Athletic League is pleased to announce the availability of the 2010 Summer Lacrosse Camp. This camp, which will be held July 19 through July 22 from 3 p.m. until 8 p.m. at the P.A.L. Complex in Holtsville, is open to boys grades 1st through 8th. Gun Buyback Program: In an effort to make our communities safer, we are again offering our Gun Buyback Program. Unregistered handguns can be anonymously surrendered at the 1st, 3rd and 5th Precincts with no questions asked and you will receive a $200 gift card, while supplies last! Please ensure handguns are unloaded and do not bring the handgun into a precinct—instead notify a precinct desk officer who will gladly assist you.

Park Police
Please call 451-6161 should you see anything illegal going on in the park. Even if you should see people "hanging out" after dusk, please call.
Yesterday there were about 15 adolescents setting off fireworks with children in the park (no common sense or morals at all).
Park Police responded, however, not sure if they were fined, etc. Will see if we can find out.

Next Neighborhood Watch Meeting

Our Meeting will begin at 8pm at The United Methodist Church of Lake Ronkonkoma. It is located at (5 Corners) 792 Hawkins Ave. Lake Grove, NY 11755.
Please bring any questions and concerns. The Suffolk County Police Department 4th Precinct will be attending again. Park Rangers will be at the August or Sept. meeting. We look forward to seeing many of you there!

Next Neighborhood Watch Meeting Place
If anyone knows of a place we can use for our next NW meeting, please advise ASAP. We are desperately looking for someplace for July 8th (tentative and between hours of 7-9pm). Firehouse District Building is $50 and library only holds 20 people (room that is available that night). Local churches have turned us down. We do not want to burden anyone with having it at their home and we have a group of 50+ people.
Our only other choice may be to have it in Dorchester Park itself...bring a lawn chair. This would only be for the summer months of July and August due to Cayuga Elementary being closed for the summer. We also tried Lake Grove Town Hall and that was a no also.
Any suggestions are welcome.

Suffolk County Police General Community Meeting
Just a reminder that next Community Meeting at the 4th Precinct is this Wed. June 30th at 7pm. Hope some of you can make it. If not we will see you at the Neighborhood Watch Meeting (still to be advised; should know more details in a few days & blog will be updated).

Neighborhood Watch Update 06.20.10
Our initial "Starting a Neighborhood Watch" meeting was a success to say the least. We had a very nice turn-out of folks in our community that are interested in doing whatever they can to help better our living environment for our families and make this a safer community overall.
Your Captain's are working diligently with the Suffolk County Police Department's COPE Unit.
There were two(2) arrests in Dorchester park in May by the SCPD (drug related and assault related).
Out initial "Dorchester Park Meeting" with Brookhaven Town's Park Maintenance officials also was a success. We met with Tom Owens, Deputy Commissioner of Parks and Louis Tsunsis, Executive Assistance to Park Maintenance Department. Ed Morris, Commissioner did not attend as he was supposed to.
Kathleen Walsh, Councilwoman has also been called upon to help our community, especially with Dorchester Park improvements. Someone from her office will be attending the next Community Meeting at the 4th Precinct on June 30th @7pm.
We are in the midst of securing a place for our next Neighborhood Watch Meeting...TBA.
As advised above, our next Community Meeting @ the 4th Precinct is on June 30th @ 7pm.
We are also working with Brookhaven Town's Public Safety/ Code Enforcement and Park Rangers very diligently. We have will most likely be having two(2) Park Rangers at our next Neighborhood Watch Meeting to talk to us as well as SCPD. FYI: Park Rangers have made two(2) arrests as well (seperate incidents) and also handed out Loitering fines and open alcohol fines in this month (June) so far.
We look forward to working with all of you as we take back our Neighborhood. (We have 51 people that came to both meetings (NW Meeting and Park Meeting) combined).
